The Council of Canadians has been told it will not be allowed to rent a municipal community centre for a public forum it had planned to coincide with the next Security and Prosperity Partnership (SPP) summit in Montebello, Quebec on August 20 and 21.
The Municipality of Papineauville, which is about six kilometres from Montebello, has informed the Council of Canadians that the RCMP, the Sûreté du Québec (SQ) and the U.S. Army will not allow the municipality to rent the Centre Communautaire de Papineauville for a public forum on Sunday August 19, on the eve of the so-called Security and Prosperity Partnership Leaders Summit.
“It is deplorable that we are being prevented from bringing together a panel of writers, academics and parliamentarians to share their concerns about the Security and Prosperity Partnership with Canadians,” said Brent Patterson, director of organizing with the Council of Canadians. “Meanwhile, six kilometres away, corporate leaders from the United States, Mexico and Canada will have unimpeded access to our political leaders.”
As well as being shut out of Papineauville, the Council of Canadians has been told that the RCMP and the SQ will be enforcing a 25-kilometre security perimeter around the Chateau Montebello, where Stephen Harper will meet with George W. Bush and Felipe Calderón on August 20 and 21. According to officials in Montebello, there will be checkpoints at Thurso and Hawkesbury, and vehicles carrying more than five people will be turned back.
Founded in 1985, the Council of Canadians is Canada's largest citizens' organization, with members and chapters across the country. The organization works to protect Canadian independence by promoting progressive policies on fair trade, clean water, safe food, public health care, and other issues of social and economic concern to Canadians.
Recently, the General Accounting Office studied nineteen instances where the President issued so-called “signing statements.” In such statements, the President essentially begins the process of interpreting legislation – up to and including declaring provisions unconstitutional – hence often refusing to enforce them.
The GAO study found that in nearly 1/3 of the cases studied, the administration failed to enforce the law as enacted. This approach is especially worrisome for several reasons.
First, these signing statements tend to move authority from the legislative branch to the executive, thus upsetting our delicate system of checks and balances. Next, these statements grant the President power not given by the Constitution, allowing him to usurp powers of the judicial branch. Finally, the idea of agencies refusing to enforce the law as enacted sets precedent for the type of run away administrative actions our constitution was expressly enacted in order to avoid.
Although these signing statements are at record high numbers, the problem is not with a single administration. Contrary to the claims of those who raise this issue for purely political purposes, the most significant challenge to liberty presented by these statements is that they can serve to further erode our constitutional republic.
I have long been skeptical of the line item veto on spending bills for the same reason I oppose these signing statements. The legislature should not yield its authority to the executive. Our constitutional republic demands that all branches of government understand and respect our system and jealously guard their own prerogatives.
In modern Washington nothing is more misunderstood, and less appreciated, than the genius of republicanism. Presidents issue signing statements that effectively “approve in part and reject in part,” laws of the land – even though there is no constitutional provision for such a process. In addition, Congress cedes its powers at the crucial moment when a decision on whether or not a war is to be fought will be made, only to then criticize the effort it could have used its powers to stop.
In his Notes on Virginia, Thomas Jefferson spoke clearly and directly about the idea of elected representatives delegating their responsibility to other branches of government, saying in no uncertain terms that since such representatives had received their authority by delegation from the people – expressly for the use as representative – the legislature had to choose to either use the authority granted or return it to the people. In other words, there is to be no delegation of authority from the representatives to the executive branch of government.
Concerns with signing statements ought to include a concern for the health of our constitutional republic, it ought not to be based upon the political battle of the day. Regardless of whether the President is named Bush or Clinton, and without respect to any particular political interest, we in Congress need to fulfill our oath of office and protect and defend the constitution and our republic. Our constituents deserve no less, and should demand it of all of us.
Although his biting sarcasm in response to unfriendly questions can make members of the White House press corps grumble under their breath, President Bush got a different reaction from a 13-year-old girl who asked him about immigration during a forum in Ohio.
The Washington Times reports Jessica Hackerd was left in tears after Bush gave her a wry "yeah, thanks" in response to her query, drawing laughter from the crowd of 400 in Brecksville, Ohio Tuesday. Bush immediately began to backpedal when he saw the reaction from Hackerd, who told the Times she was crying because she is very shy and was nervous questioning the president.
"No, it's a great question. No, I appreciate that," Bush said, before giving a more-than-1,100-word answer about the death of his immigration bill.
The 13-year-old, who was at the forum with her parents and younger sister, continued to wipe tears from her eyes for several minutes, the Times reported, and Bush again tried to encourage the young girl.
"It's a great question by the way, and I'm glad you asked it," he said.
After the appearance, a Bush aide ushered Jessica and her family backstage to meet with the president.
"He said it was really brave of me to do that and he said he probably wouldn't have been able to do that," Jessica told the Times. "And he said it was the first time anybody had asked him about [immigration] since it happened."

Apologists for Pres. George W. Bush routinely lay blame for the Sept. 11, 2001, attacks on the Clinton administration, because the Clinton team failed purportedly missed an opportunity to capture Osama bin Laden.
But since 2005, at least, the Bush administration has known that al Qaeda's senior leadership, including, presumably, bin Laden, is in Pakistan — and yet the president refuses to attempt to apprehend them.
Why? Because the Pakistanis won't allow it.

Here's what an intelligence official said in congressional testimony earlier this week:
“It's not that we lack the ability to go into that space,” said Tom Fingar of the office of the Director of National Intelligence. “But we have chosen not to do so without the permission of the Pakistani government,” Fingar told members of Congress who demanded to know why the U.S. did not take more decisive action against a known enemy.
Bush is suddenly averse to invading a sovereign nation? How bizarre. He has drained our blood and treasury to go after Saddam Hussein, who had nothing to do with the 2001 attacks. And yet, he lets Musharraf, a dictator, provide a safe haven for the perpetrators of the atrocity.
Karl Rove drew derisive laughter at a news conference in Denver earlier this month when he referred to the government's new policy of not invading other countries preemptively:
KARL ROVE: The United States has concerns about taking unilateral action in a sovereign nation without their approval. And so this has always been the difficulty we have with — [Laughter.] Unless, of course, they‘re Saddam Hussein
Rove gave that answer to a question about the revelation that the administration had fixed locations for senior al Qaeda leaders in Pakistan in 2005, but while the Navy SEALs were en route, Sec. Donald Rumsfeld and, probably, Vice Pres. Cheney, called off the attack.
Last week, Michael Chertoff, the Homeland Security Secretary, said he had a feeling in his gut that there would be an attack on the United States this summer. If the unthinkable does happen, it will be interesting to see how they manage to blame this one on Pres. Clinton.

WASHINGTON - Turkey's ambassador to Washington said Wednesday that U.S. weapons have been turning up in the hands of Kurdish guerrillas staging attacks in Turkey.
Nabi Sensoy said that the United States is not doing enough to influence Kurdish politicians in key positions in the Iraqi government to crack down on the Kurdistan Workers Party or PKK, which has been fighting for an independent Kurdistan within Turkey for decades. He said that Turkey has been pressing the United States to ensure that U.S. weapons supplied to Kurdish forces within the Iraqi army are not funneled to the PKK.
He did not suggest that the U.S. has been supplying the PKK directly. But he accused Kurdish members of the Iraqi government of allowing the group to operate in northern Iraq and to stage cross-border attacks into Turkey.
The comments come as the Turkish officials have indicated that they are considering military operations against the PKK in Iraq, a move that the United States fears would cause further instability. While tensions between Ankara and Washington have increased, Turkey remains a key U.S. ally, providing vital support to U.S. operations in Afghanistan and Iraq through Incirlik Air Base in southern Turkey, one of the most important U.S. military assets in the region.
U.S. officials have said they are working closely with Turkey to combat the PKK but that their focus in Iraq is in combatting insurgents opposing U.S. forces. The United States considers the PKK a terrorist group and has taken steps to cut off its international financing. But U.S. officials can point to few examples of success against the PKK in Iraq.
Told of Sensoy's comments, Defense Department spokesman Bryan Whitman acknowledged that the U.S. military is not taking military action to try to stop the rebel activities.
"The United States government certainly recognizes the PKK threat that exists for the Turkish government and the Turkish people," Whitman told reporters at the Pentagon.
He repeated U.S. objections to possible Turkish incursions into Iraq. "We've also made it clear that any sort of military action into Iraq would be very unhelpful," he said.
Sensoy said that Turkey understands that because of the challenges already facing the U.S. military in Iraq, Washington may not be able to divert forces to Northern Iraq. But Ankara believes that the United States has the power to force action by Kurdish officials in Iraq.
"To suggest that the United States does not have the leverage over the Kurds in the North to cut off support to a terrorist organization it is fighting all over the world is difficult to understand," the ambassador said.
The perception in Turkey that the United States has ignored Turkish concerns about the PKK's operations in Iraq has increased pressure on the Turkish government to order military operations against the PKK in Iraq. The PKK has escalated attacks this year, killing at least 67 soldiers so far. More than 110 rebels were killed in the same period.
The PKK has been smuggling sophisticated explosive devices over the border from Iraq for attacks in Turkey, the ambassador said.
"I think the Turkish people have shown enough patience," Sensoy told reporters at a press breakfast. "We have to show the public some concrete results."
Sensoy would not comment on a recent assertion by Iraqi Foreign Minister Hoshyar Zebari that Turkey had massed 140,000 soldiers along the border. He said that troop levels in the region were often increased during the spring and summer in response to increased activity by the PKK.
Turkey has been battling the PKK since 1984 in a conflict that has killed tens of thousands of people.
A proven method of growing grassroots chapters is to have get togethers at prospects' homes. Ask them to host a tea party where their responsibility will be to provide light snacks, coffee, and tea (wouldn't be a tea party without tea).
This is a non-threatening and informal way to get to know like minded people and plant some seeds that will hopefully result in some joining the party with a commitment to get involved and to set up more tea parties with new hosts.
One or two members would give a presentation and a challenge. The presentation should include:
History of the Constitution Party
Why a third party is needed
Where America is at and why (the failure of the two party system)
Why voting for twittle dee or twittle dumb is throwing your vote away and how we have been duped through fear into staying the wrong course
The time to get involved is now
The challenge should include:
Join the party and commit to no longer throwing your vote away
Be a host or presenter of another tea party
Get informed
Become a chapter leader
Consider running for office
Let's play the numbers game. You start with one party in your home. You set up the time and day. Your goal is for 10 to attend so you invite 20 to 30. Call them and in your own words say, "Hey Bill, I need your help. Saturday afternoon at 2pm at my house, I am having a tea party. We're having some friends over to discuss our disappointment in the Republican and Democrat Parties and what we can do about it. I will have a special guest who will be sharing with us how we can stop our downward slide in this country on issues like the Immagration Bill and North American Union. I gave him a number of how many would be in attendance and I need two more. Can I count on you to be there?" Then call to follow up with their commitment the night before.
Let's say 10 show up as planned (perfect world illustration). The party goes well and at the conclusion you pick up 10 new members for the party and 3 volunteer to host tea parties in their homes for the following week. You also schedule a monthly meeting with these 10 in your home or one of the 10's home to discuss issues and how they can get involved in the Constitution Party.

A reader's letter intrigues me. He writes, "I find everything you say about a coming New World Order and One World Government extremely difficult to believe. For one thing, while you yourself obviously display no hate towards anyone, most other conspiracy theorists are anti-Semites." He further wrote, "An intelligent man such as yourself would do well to distance yourself from these loony theories."
I will quickly acknowledge that unfortunately there are a significant number of conspiracy theories promulgated by people with obvious anti-Semitic tendencies. I join my reader friend in repudiating such bigotry.
However, just because certain conspiracy theories are advocated by people with personal agendas and extremist ideologies is not reason enough to automatically dismiss the facts that suggest there is a conspiracy to steal America's sovereignty and independence. These facts are plentiful and powerful. Only foolish people would dismiss them out-of-hand.
As a Christian, I believe the Word of God to be my source of faith and practice. Therefore, I must take seriously the Word's admonition that, "There is a conspiracy" (Ezek. 22:25). In fact, the conspiracy to overthrow righteousness (and any semblance of it) is ubiquitous.
Furthermore, if one will study American history, he will note our Founding Fathers firmly believed a conspiracy of influential internationalists was behind many of the draconian decisions of old King George. They said as much in the Declaration of Independence.
In the Declaration, Thomas Jefferson wrote, "But when a long train of abuses and usurpations, pursuing invariably the same Object, evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security." If that isn't a clear reference to conspiracy, I don't know what is.
As in British-controlled America 200 years ago, policies advanced by like-minded politicos today attempt to erode our constitutional laws and national independence. Only a naïve person would suggest that this is mere coincidence. I remind my readers that George Bush, Sr. first popularized the name "New World Order." However, he is not the only notable personality that has openly called for such an international order.
Former newsman, Walter Cronkite, has openly called for world government. Others calling for world government include England's Prime Minister, Tony Blair; former Clinton cabinet member, Strobe Tolbert; and a variety of spokesmen for the United Nations, as well as leaders from various multinational corporations. To think that all of these people (whose numbers are multitudinous) should not be taken seriously is the height of idiocy.
Yes, my friends, there is a conspiracy. No, it is not a Jewish conspiracy. It is much more than that. It is a conspiracy of elitists from all races and ethnic backgrounds who deeply despise our constitutional form of government, our national independence, and our Christian heritage. Some are communists; others are socialists. Some call themselves liberals, and some even call themselves conservatives. Labels mean little.
Most of the conspirators are wealthy and well positioned to advance their utopian ideas. Some teach in our nation's colleges and universities. Some occupy powerful positions in the media and in our political institutions. Some of them are also found behind the pulpits of churches, and, yes, some are found in synagogues.
The promoters of internationalism may not conduct monthly meetings. They may not carry New World Order membership cards in their wallets (albeit, if they are members of the Council of Foreign Relations, people who love liberty should be very wary of them), but collectively they form a credible conspiracy to rob America of its independence. Furthermore, as long as patriotic Americans refuse to acknowledge their existence, the more effective they are at accomplishing their oligarchic objectives.
