Obama Orders Secret Prisons and Detention Camps Closed

President Obama signed executive orders Thursday directing the Central Intelligence Agency to shut what remains of its network of secret prisons and ordering the closing of the Guantánamo detention camp within a year.

WASHINGTON — Saying that “our ideals give us the strength and moral high ground” to combat terrorism, President Obama signed executive orders Thursday ending the Central Intelligence Agency’s secret overseas prisons, banning coercive interrogation methods and closing the Guantánamo Bay detention camp within a year.

But even as he reversed the most disputed counterterrorism policies of the Bush years, Mr. Obama postponed for at least six months difficult decisions on the details. He ordered a cabinet-level review of the most challenging questions his administration faces — what to do with dangerous prisoners who cannot be tried in American courts; whether some interrogation methods should remain secret to keep Al Qaeda from training to resist them; and how the United States can make sure prisoners transferred to other countries will not be tortured.

As Mr. Obama signed three orders in a White House ceremony, 16 retired generals and admirals who have fought for months for a ban on coercive interrogations stood behind him and applauded. The group, organized to lobby the Obama transition team by the group Human Rights First, did not include any career C.I.A. officers or retirees.

“We intend to win this fight,” Mr. Obama said, “We are going to win it on our own terms.”

One of Mr. Obama’s orders requires the C.I.A. to use only the 19 interrogation methods outlined in the Army Field Manual, ending President Bush’s policy of permitting the agency to use some secret methods that went beyond those allowed for military interrogators.

“We believe we can abide by a rule that says, we don’t torture, but we can effectively obtain the intelligence we need,” Mr. Obama said.

The orders, and Mr. Obama’s televised statement, marked an abrupt break with the Bush administration. Critics for years have accused Mr. Bush of permitting torture and damaging the country’s moral standing in the world, while Dick Cheney, the former president and vice president, insisted that all their programs were lawful and had prevented a repeat of the Sept. 11, 2001 terrorist attacks.

John D. Hutson, a retired admiral and law school dean, was at the signing ceremony “He really gets it,” Mr. Hutson said of Mr. Obama in an interview a few minutes after the ceremony. “He acknowledged that this isn’t easy. But he is absolutely dedicated to getting us back on track as a nation. This is the right thing to do morally, diplomatically, militarily and Constitutionally. But it also makes us safer.”

Democrats in Congress and human rights groups largely hailed Mr. Obama’s moves, while some Republicans said they were unrealistic.

Representative Peter Hoekstra of Michigan, the top Republican on the House Intelligence Committee, said the decision to close Guantánamo by a year from now “places hope ahead of reality — it sets an objective without a plan to get there.”

He said that in briefings for Congress on Wednesday, administration officials “could not answer questions as to what they will do with any new jihadists or enemy combatants that we capture.”

“What are we to do with these people, bring them to the very place they hoped to attack: The United States? What do we do with confessed 9/11 mastermind Khalid Sheikh Mohammed and his fellow terrorist conspirators, offer them jail cells in American communities?”

By contrast, Sen. John Kerry, the Massachusetts Democrat and chairman of the Senate Foreign Relations Committee, said, “Today is a great day for the rule of law in the United States of America,” adding: “America is ready to lead again — not just with our words, but by our example.”

Mr. Obama’s order closing Guantánamo assigns the attorney general to lead a review of what should happen to the remaining detainees and does not rule out the possibility of trying some of them using military commissions, as has the Bush administration, though possibly with different procedures.

One task force, with the attorney general and secretary of defense as co-chairmen, will study detainee policy and report to the president in six months. A second task force, led by the attorney general, and with the secretary of defense and director of national intelligence as vice co-chairs, will study whether the Army Field Manual should remain the only standard for interrogators and review the practice of extraordinary rendition, in which captured terrorist suspects are transferred to other countries.

One more order directed a high-level review of the case of Ali Saleh Kahlah al-Marri, a suspected terrorist — Mr. Obama called him “dangerous” — who is currently being held in a military jail in South Carolina.

The new White House counsel, Gregory B. Craig, briefed lawmakers about some elements of the orders on Wednesday evening. A Congressional official who attended the session said Mr. Craig acknowledged concerns from intelligence officials that new restrictions on C.I.A. methods might be unwise and indicated that the White House might be open to allowing the use of methods other the 19 techniques allowed for the military.

But the executive order on interrogations is certain to be received with some skepticism at the C.I.A., which for years has maintained that the military’s interrogation rules are insufficient to get information from senior Qaeda figures like Khalid Sheikh Mohammed. The Bush administration asserted that the harsh interrogation methods were instrumental in gaining valuable intelligence on Qaeda operations.

The intelligence agency built a network of secret prisons in 2002 to house and interrogate senior Qaeda figures captured overseas. The exact number of suspects to have moved through the prisons is unknown, although Michael V. Hayden, the departing director of the agency, has in the past put the number at “fewer than 100.”

The secret detentions brought international condemnation, and in September 2006, Mr. Bush ordered that the remaining 14 detainees in C.I.A. custody be transferred to Guantánamo Bay and tried by military tribunals.

But Mr. Bush made clear then that he was not shutting down the C.I.A. detention system, and in the last two years, two Qaeda operatives are believed to have been detained in agency prisons for several months each before being sent to Guantánamo.

A government official said Mr. Obama’s order on the C.I.A. would still allow its officers abroad to temporarily detain terrorism suspects and transfer them to other agencies, but would no longer allow the agency to carry out long-term detentions.

In a flurry of diplomatic activity in his first week in office, U.S. President Barack Obama on Thursday named special envoys for the Middle East and the Afghanistan-Pakistan region.
Newly confirmed Secretary of State Hillary Clinton said Obama had chosen George Mitchell, a former senator and seasoned international trouble-shooter, as an envoy who will try to jump-start moribund Arab-Israeli peace talks.


Obama tapped former ambassador to the United Nations Richard Holbrooke as a special envoy for Afghanistan and Pakistan and related issues.


George Mitchell is not simply a CFR member — he is a former director of the globalist organization.
Mitchell “got his start in Federal politics when appointed by President Jimmy Carter (CFR member),” writes Tom Kovach. “Mitchell is chairman of the second-largest law firm in the world, DLA Piper. You know, the firm that recently put a full-service, ‘multicultural’ office in Dubai. You know, the port city in a country that tried to buy American port operations with oil money. Mitchell’s law firm has a ’strategic alliance’ with a consulting group owned by former US Secretary of Defense William Cohen (CFR member), which did PR work on behalf of DP World, the Dubai company that tried to buy the ports.” DLA Piper represents more than half of the top 250 Fortune 500 clients and nearly half of the FTSE 350 or their subsidiaries.

A dedicated Clintonite and former ambassador to the United Nations, Holbrooke brokered the Dayton Peace Accords, the “peace agreement” that partitioned and reduced Bosnia to a NATO and IMF client state, a model of bankster privatization. Holbrooke’s “peace plan” was only realized after massive NATO bombardment of Bosnian Serb territory.


Holbrooke is a consummate insider and global elite operative. Along with Henry Kissinger, David Rockefeller, and Paul Allaire, Holbrooke directs the American Friends of Bilderberg, an organization that takes money from Exxon, Arco, IBM, and other transnational corporations and has its meetings funded by the globalist Ford Foundation, Rockefeller Foundation, and the Carnegie Endowment fund.
It looks like the White House is shaping up to become a branch office of the CFR and Bilderbergers, but then this is simply business as usual. For years, the CFR — with its associate memberships in such international units as the Trilateral Commission, Club of Rome, and Bildebergers — has infested not only the White House, but the State Department, the NSC, the Pentagon, and much of the federal government.


“CFR membership is also inclusive of West Point Superintendents, Allied Supreme Commanders, Secretaries of Defense, and Military Policy members. Media memberships include Time, New York Times, Newsweek, Washington Post, CBS, NBC, ABC, etc.,” writes Noah W. Hutchings. “The CFR also exerts influence on United States personnel at the various United Nations agencies, which is natural, because UN goals usually parallel CFR’s goals.”


The American people think they voted for change, but in fact they simply signed off on four or eight more years of globalist rule.

On a recent visit to Tucson, where I was invited to give a presentation on monetary reform, I was disturbed by a story of strange goings on in the desert. A little over a year ago, it seems, a new industrial facility sprang up on the edge of town. It was in a remote industrial zone and appeared to be a bus depot. The new enterprise was surrounded by an imposing security fence and bore no outward signs identifying its services. However, it soon became apparent that the compound was in the business of outfitting a fleet of prison buses. Thirty or so secondhand city buses were being reconfigured with prison bars in the windows and a coat of fresh paint bearing the “Wackenhut G4S” logo on the side.

 Now owned by the Danish corporation G4S, Wackenhut Services has a sinister reputation for hiring thugs. It has been said that it’s hard to tell which is more dangerous, the prisoners or the guards.   
  
The new Wackenhut operation is shrouded in mystery. It has been running its fleet of empty prison buses night and day, apparently logging miles on a Department of Homeland Security (DHS) contract. Multiple buses can be seen driving all over town and even on remote desert back roads. Oddly, except for the driver and one escort guard seated in front, these buses are always empty.


Wackenhut Services was founded by George Wackenhut in 1954 to provide prison guard services to state and federal governments. Mr. Wackenhut was reported to be something of a brawler himself, having once earned distinction beating up his business partner in a fist fight. Now owned by the Danish corporation G4S, Wackenhut Services has a sinister reputation for hiring thugs. It has been said that it’s hard to tell which is more dangerous, the prisoners or the guards.


Observers originally thought that the purpose of the new Wackenhut operation was to outfit prison buses to be distributed in other parts of the country. But it soon became apparent that none of the buses was leaving the Tucson depot. Recently, a passerby observed what appeared to be a training operation there. In what seemed to be strange activity for 10:30 PM on a Saturday night, the depot yard was fully illuminated, the entire fleet of buses was up and running, and drivers and guards were scrambling around the yard. The question is, what were they training for?


Wackenhut has never officially announced itself to the community, and the local news media have never mentioned its presence. Hiring has been discreetly conducted via the Internet, and an apathetic general public has taken little notice. Among the few who have noticed, one theory is that the prison bus depot is simply infrastructure for border security. But if so, where are the illegal aliens? Why are these buses always empty? What is the alleged justification for burning thousands of gallons of diesel fuel to run thirty decrepit, smoking buses night and day without passengers?


There is another interesting piece to this puzzle. On the desolate plain between Phoenix and Tucson is a tiny town called Florence, Arizona, which features a population consisting largely of prisoners. For decades, Florence has been the home of two of the largest county and federal prisons in the state; and in 2007, a vast new DHS prison was built there as well. Like the Wackenhut buses, this shiny new facility, which literally disappears into the horizon, has gone unannounced and unnoticed by the general public. A new facility for imprisoning illegal aliens? It is hard to imagine such expensive infrastructure being built for that purpose when U.S. policy has been to simply return illegals to their home countries.


Fraud and waste aside, this mysterious activity has sinister implications. Why the obvious secrecy? Since the World Trade Center disaster in 2001, the Department of Homeland Security has grown to monster proportions, claiming a projected $50 billion of the federal budget in 2009. DHS includes the Federal Emergency Management Agency (FEMA), which earned notoriety in 2005 for its gross mishandling of the Katrina disaster in New Orleans. Al Martin, a retired naval intelligence officer and former contributor to the Presidential Council of Economic Advisors, has linked the remilitarization of FEMA to the civil unrest anticipated along with economic collapse. He wrote in a November 2005 newsletter called “Behind the Scenes in the Beltway”:


“FEMA is being upgraded as a federal agency, and upon passage of PATRIOT Act III, which contains the amendment to overturn posse comitatus, FEMA will be re-militarized, which will give the agency military police powers. . . . Why is all of this being done? Why is the regime moving to a militarized police state and to a dictatorship? It is because of what Comptroller General David Walker said, that after 2009, the ability of the United States to continue to service its debt becomes questionable. Although the average citizen may not understand what that means, when the United States can no longer service its debt it collapses as an economic entity. We would be an economically collapsed state. The only way government can function and can maintain control in an economically collapsed state is through a military dictatorship.”1


Of course, there may be another, more innocent explanation for all this. But anyone living near one of these facilities should be asking to hear it. In the meantime, the ominous implications would seem to warrant exploring alternative sources of funding for the federal budget and the federal debt. There are other ways to deal with the national debt than relying on the waning appetites of the Chinese and the Japanese for U.S. securities. Some innovative possibilities for funding both the federal debt and President Obama’s new economic stimulus package will be the subject of future articles. Stay tuned.

Israeli forces said they had pushed deeper into Gaza City amid heavy fighting, with some units within a mile of the densely populated urban centre. Terrified residents were said to be fleeing from many homes which had been set alight.


At least three Palestinians in Gaza were shot dead yesterday after Israeli soldiers fired on a group of residents leaving their homes on orders from the military and waving white flags, according to testimony taken by the Israeli human rights group B’Tselem. The testimony was rejected by the military after what it said was a preliminary investigation.


The thrust by Israeli ground forces into Tel Hawwa was the furthest the Israelis had gone into Gaza City since military operations were launched on 27 December. Meanwhile, Israel’s Prime Minister, Ehud Olmert, declared that he would press forward with an “iron fist”. While his government in Jerusalem is claiming that Hamas’s military capabilities have been severely damaged, its senior intelligence sources have revealed that only a “few hundred” of the movement’s 20,000 men have been killed, including several of its key leaders. The officials also stated that Hamas still had significant supplies of rockets left in their arsenal despite firing several hundred of them into Israel since military operations began.
